These red armed signals are seen after signals with yellow arms (which are inidactors of the status of the home signal), as per prototypical semaphore signal operation. Home signals are typically starter signals at the end of platforms, they can also be outer home, inner home and intermediate block home signals within a section. They instruct a driver to stop or proceed.
